- Congress cannot pass Bills of Attainder (bills that punish people outside of the court system).

- Congress cannot suspend the Writ of Habeas Corpus (a court order that requires the federal government to charge individuals arrested for crimes). Delegated powers; powers explicitly stated within the constitution. Implied powers; powers that can be interpreted through the text of the constitution but not explicitly written in it. And Reserved powers; powers that are not written in the constitution and are reserved for the states. Some delegated powers include the power to lay and collect taxes and the power to borrow money. Those come along with implied powers, such as the power to punish tax evaders and the power to form a Federal Reserve system of banks.

1. The first form of the bill is written.
A Representative can draft a bill for proposal.
2. The bill is proposed.
Once the bill has been written, the Representative can propose it to their colleagues in hopes of a sponsor. Once one is acquired, the bill can be introduced. 
3. The bill is introduced.
The bill is placed inside of the hopper. It eventually is read aloud to all Representatives along with the Speaker of the House. The Speaker of the House may send it to one of the House standing committees after hearing it. 
4. The bill is sent to Committee.
This is where the bill is revised by experts on the topic it is covering/things it will be affecting.
5. The bill is reported. 
Once the committee has approved of the bill, it is sent to the House floor and reported. It can then be debated by the House of Representatives. 
6. Voting occuurs.
7. The bill is sent to the Senate
The process here is similar to the one of the House of Representatives.
8. The bill is sent to the president.
There, the president can veto the bill, pass it, or pocket it.
