The audit visit was made on March 22, 2019, there was no entry to the beneficiation plant, nor to the company's wastewater treatment plant for the beginning of the bovine benefit process. The visit was attended by the environmental assistant of the company, who in a general way detailed the activities they carry out.

Next, I present the findings found:

Dumping of sewage

According to CORPOAMAZONIA (2008), the Company of Fairs and Slaughterhouses COFEMA SA, implements the Project Integral Management of the Water Resource, that in the framework of its activities seeks to regulate the use of the hydric resource, (p.29). In order to counteract the effects of wastewater discharges, such as, focus of bad smells and infections, contamination of aquatic ecosystems and effects on biodiversity, public health problems, decrease in water quality and limitation of water uses below (water supply), COFEMA implements the following resolution:

Resolution No. 631. "By which the parameters and maximum permissible limit values are established in specific discharges to surface water bodies and public sewage systems and other provisions are issued" (MinAmbiente, 2015). The objectives of this resolution are to reduce the generation of waste, improve water quality and increase water supply.

For this case, COFEMA has a system of anaerobic treatment of domestic wastewater, which consists in the controlled degradation of the organic matter contained in domestic sewage, through a grease trap, a digester unit and an anaerobic unit for then move to a filter or infiltration field that partially achieves the final retention of nutrients and toxics at acceptable levels. It is important to mention that the water that is treated comes from the administrative offices.

The control and monitoring is in charge of the Corporation for the Sustainable Development of the South of the Amazon, CORPOAMAZONIA, which will exercise the function of environmental authority in the department of Caquetá, in accordance with the standards and in accordance with the criteria and guidelines laid down by the Ministry of Environment and Sustainable Development; in this case, it monitors that, by means of sampling, water analysis, monitoring performed by a laboratory accredited to the IDEAM and delivery of reports, the dictates of the resolution in question are complied with. In addition, CORPOAMAZONIA performs the implementation of the Retribution Rates for discharges to COFEMA for the loads generated in the middle part of the Mochilerito stream, which belongs to the Bodoquero river account, (CORPOAMAZONIA, p.41, 2014)

As a complement to the above, COFEMA has a liquid discharge permit with a flow rate of 8.34 lts / sg for a term of 5 years, for the plant for the benefit of cattle and pigs, granted by CORPAMAZONIA; On the day of the visit to the company's facilities, it should be noted that the entry was not possible, due to the fact that the slaughter activities were being carried out and the wastewater treatment plant is located inside.

Water Concession

According to CORPOAMAZONIA (2010), by administrative act No. 050 of July 1, 2009, the company COFEMA was granted the concession of surface water for industrial use in the amount of 10lts / sg for the term of 10 years, the source concession is the Mochilerito ravine.

Contextualizing the characteristics and description of the concessioned creek:

The water source of the La Mochilerito stream, in its low, medium and high part, is highly intervened, the coverage is basically pastures, secondary forest and stubble and the crops that are presented are not cartographic. The account of the stream presents a complex dynamic morph where the combined action of rock type, soil types and land use in activities mainly of extensive livestock, allows to foresee a high susceptibility to erosion, visible in the two sections of the areas connected to the stream, this can begin with a diffuse superficial runoff, after the loss of the vegetal cover. Runoff water combined with other factors such as slope, overgrazing and solifluction or gullies of varying sizes.

The water resource is used mainly for agricultural activities, by means of rudimentary water intakes, the water resource for basic sanitation is obtained in lands adjacent to the source, according to the Diagnosis of the Regulated Plan of the microchip basin, La Mochilerito. identified 195 users of the water resource.

There is evidence of occasional discharges corresponding to swine spills, recreational centers, agro industrial slaughter plant COFEMA livestock, in addition to the different homes located upstream and downstream, these being considered as sewage from basic family sanitation and household cleaning activities.
(CT. No. 065, p.7)
