It's a group of the deceased who appear at accidents within a normal crowd but they get there first and can tell whether someone will die before the ambulance get there or not

I think the crowd could represent a kind of nosiness but also a kind of reflection; how those big and traumatic experiences can shape what we are or what we do for the rest of our lives or something
