Teachers might feel that art should be taught by a person that is good at it and they might avoid it. 2) They might think that they already doing an art activity by having students cut and paste and recreate what the teacher has displayed, and they are counting that as art. For example, when implementing visual arts, the teachers present pre-cut or ready to assemble art, rather than allow students to present their understanding in a variety of artistic ways (models, paintings, etc.). Often, the arts are pushed aside in favor of more "important" subjects like ELA, history, math, and science. Fortunately, there's been a more recent push to understand the true value of the arts and their integration into the classroom, but it's taken a long time to get to this place. In my district, we receive a pacing guide that focuses completely on math and language arts. Also, so much emphasis is placed on standardized testing and test scores. These tests are all math and language arts standards with the exception of the CAAST which tests science. Since funding is tied into test scores, these are the subjects that receive the most focus. Arts are squeezed in as an afterthought.
