He used the information he stole to successfully win the presidential race. It wasn't until after he won the presidency that he got caught. He was almost certainly going to be the first president to be removed from office from impeachment. Impeachment a fair punishment for what Nixon committed, it says so in the constitution: Article II, Section 4: The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.
