  • Actually, the idea is easy because the things that have to be done are:
  •  When see someone throwing garbage in the streets, report to the authorities.
  •  The authorities will know what to do. 
  •  They will advise the person about it and will give them the opportunity to pick up their garbage. 
  •  If they still don't pick up their trash, they will get the fine.
