Taxing bagels is not effective to bakeries nor consumers because consumers are getting tax just to have a prepared bagel. It also isn't effective to bakeries because The Brugger’s bagels were found in violation of unknowingly not using this taxing, forcing him into paying an amount of money that the state thought he should own. It is effective for New York due to the small gain of money just from a prepared bagel.

Each bagel that has been altered in any way, cost an extra 8 cents this is also imposed if people choose to eat in at the facility as it is added on

The economic behaviors resulted in an uproar in customers. at one bakery called Bruegger's bagels because the pricing had gone up and they thought they were being charged extra just for it to be altered in a small way.

This affects the individual choice by making people less interested in using the facilities or getting these altered products

The winners in this scenario is New york being able to gain a little bit extra off of taxing businesses, the losers of this tax are the consumers having the spend more money on their food due to it being sliced and having a spread. Bakeries are also at a loss because the upset customers not coming in to buy what they would usually get.
