Answer:
Planning is required so that all students are engaged in learning that is rigorous and rooted in high standards. Having students work on HW from class or make-up work is not acceptable. A station rotation model that has direct instruction as one of the stations (to support students who need extra instruction) is acceptable. I would assume planning with your content area/grade level colleagues is easier than planning alone. The decision would be up to the teachers.
