I would consider anyone with an AAS in Early Childhood or who might have 6 or less semesters left as "close to completion" if we are trying to allow people to move from the continuum of "new student" to a PEL.

If we need to narrow down further, I would say any student that can complete either their AAS or Bachelors in 3 semesters or 4 quarters which would be one year for most institutions.

I understand why you're suggesting we make these students a priority (limited hope for limited State funds) yet am nervous that in doing so, we send unintended messages to the workforce: 'Too bad you're nowhere near finishing, we can't help you since you're 'too far away' from being done.' This message will 'turn off' those who had thought they'd have a chance at going to school finally--and they might give up altogether. I also wonder if this sends the message to the Legislature that we have 'small plans'--when we have big needs and big plans for continuing to increase the workforce as well as increase the education levels of the workforce.
