The US, Los Angeles, hosted the 1984 Olympics, the USSR didn’t go to the Olympics because of the protest and thought they wouldn’t be protected.

It created competition just from being a competition festival and having to compete with other nations. Especially, when the Cold War was happening either the Soviet Union or the United States wanted to be better.
2. The USSR and the US have had some history during the Cold War. When they had to share Germany, they wanted each other to go their ways and not each other's way.
3. They use the rankings of medals to determine if democracy or communism is better. It was to show dominance and to show that they are better than the other, but that didn't last long until Spain won in 1992.
