The states' first constitution, the Articles of Confederation (1781), created a weak central government that lacked the power to deal with the nation's problems.

After the constitution the new congress had promissed the 12 amendments, but the people only approved 10 out of 12. These amendments are known as the Bill of Rights. They included freedom of speech, religon, press, petition, and assembly. The Americans were now protected from unreasonable searches and arrests. These rights were invented by 18 century philosophes and John Locke. This marked the era of a new age.
