Open-ended questions with specific scopes for the stakeholder to elaborate on, instead of just yes/no questions

For offenders, we found it was helpful when we reframed the questioning to be more sympathetic towards him. Instead we put ourselves in his shoes and asked questions which sound like they are protecting his interests

Questions that are too general or vague

Questions on the location or hotspots, more useful would be to ask for general characteristics of road types

Useful to ask each stakeholder groups what their individual constraints are, because they are not always apparent

e.g. should we regulate / legalise street racing / keeping status quo that street racing is illegal

The fact that we have limited time and bricks so we can’t just ask infinite questions

There could be many possible causes. Finding which is the most important one to tackle on. Some stakeholders may be biased and not accurately represent the situation too
