The teacher should be looking for characteristics of both giftedness and a learning disability. This should be shown through the differences in their performances on assessments and how they interact with people. The teacher is responsible for notifying the Gifted and Talented teacher and the Special Education teacher if they notice either symptoms of trait. The teacher should also differentiate their instruction to make it challenging enough for the Gifted students, but they should make assessments differentiate students who may struggle with learning the content.
