They used these for storing ancient artifacts and held rituals here. Historians think that the decline of the Mesa Verde people was due to a harsh cold that lead to less crops. He was assisted by high ranking nobles and a Council of Four who were powerful men and general of the army. They had laws that helped them maintain order, in fact the Aztecs had a fairly complex set of laws.
