         <description><![CDATA[<div>The Australian system of public health delivery began in Australia when the first public health legislation was introduced in Victoria in 1854.  It was modeled off Britian's Public Health Act (1848).<br><br>The established federation of 1901 developed the constitution which issued States in Australia have the principle of subsidiarity placing power of public health decisions in their control.<br><br>Quarantine Act 1908<br><br>Commonwealth Serum Laboratories 1916<br><br>Federal Department of Health 1921<br><br>Australian Institute of Tropical Medicine 1910<br><br>National Health and Medical Research Council 1936<br><br>Child care centres funded in 1939<br><br>In 1946 community services were funded by the Commonwealth to pay for pharmaceuticals<br><br>Immigration Medical Service 1947<br><br>Tuberculosis screening 1949<br><br>National Health Act 1953<br><br>Vaccine for Polio 1956<br><br>Aged Persons Homes Act 1957<br><br> Therapeutic Substances Act 1957<br><br>1967 Indigenous welfare funding provided to States by Commonwealth<br><br>1973 Whitlam health reform for universal health care- Medibank scheme developed (Medicare as present).<br><br>1980's and 90's The New Public Health and Health Promotion<br><br>2000+ Ecological Public Health</div>]]></description>
