         <description><![CDATA[<div><strong>How would slaves be counted in the population? </strong>The southern states (Virginia) wanted slaves to count slaves as citizens so they could have a large amount of representatives. The northern states (Illinois) wanted all slaves to count as taxed property to prevent this from happening. To compromise, a law called the 3/5 Compromise counted every slave as 3/5 of a person.</div>]]></description>
