If they don’t volunteer, we execute them or take away some of their resources. After 2 or 3 months, they are let go and go to their regular jobs, and another group is chosen. If mongols attack, a group of them will inform the villagers to evacuate, while the rest fight.

These are in the people’s best interest so if we can find some activists (assuming those exist) and we can hire some people for government jobs that should be good. 

Invaders-We’ll create more government jobs, but these will be for security. The security people will be stationed near the barbarians, doing their best to look not hostile(have them blend in, make a town of security people?). There will also be some in the emptier land at the edge of the country-if there is any. We will trade with all nations on our borders(unless there’s some tension, then we should reconsider the best route). 

Internal turmoil-We’ll develop a local government system and add parts to the national government, but the rules should mostly extend to different communities interacting. (We want unity and a good economy, but we don’t want to change everything: so we only need some other rules.)  We will build plenty of hospitals and other government institutions to protect people throughout the country. I’m not sure what kind of police force we’ll have, but it shouldn’t be over-armed. I’m not sure what we’ll do about protesting(we’ll allow it), scams(we won’t), and domestic violence/abuse(we definitely won’t). Maybe that’s the communities’ job.
