This could only be done after new public officials were elected that had pledged their loyalty to the Union. They did this so each district could be placed under military control.  A lot of the ex-Confederates hated it. Life has been hard for me since the Civil War ended. I have no one to work on my plantation for me because my former slaves are now being paid for their work or have left  to become sharecroppers. It's really hard to find a job, and I'm losing money.  I'm thinking I may have to sell off part of my plantation to help pay my debts. Another possibility is to travel to the North to find a job to send home money.

It was a failure because it did not end how Lincoln had pictured it to end. Lincoln wanted all of the states to get along and not be mad at any one state.
