In her dealings with Gilgamesh, Ishtar was a destructive, selfish deity, but here she emerges as a friend to humanity. Not only did she mourn over the destruction of mankind, she also swore to remember the day of the flood and allowed for all gods except Enlil, because he started the flood, to gather around the offering. Ishtar appeared to still be somewhat destructive, similar to the way she was with Gilgamesh. Although she was not as destructive or evil, while mourning, she did admit to commanding wars to destroy the people.

In the story of Noah, God was distressed at humanity because of the evil that engulfed the earth, the flood lasted for 40 days
In the story of Utnapishtim, the gods were overwhelmed by the large amount humans and the chaos they caused. The flood was used to eliminate the people and lasted for 6 days.
The significance between these two stories is that humankind had struggled to live in a fair manner in both stories, meaning it is human nature to have disagreements and eventually let emotions control one's own self.
