The leaders of the reform and modernize of the Russian state were Peter I, also known as peter the great, and Catherine II, also known as Catherine the Great. In 1862, when Peter took power, all of Russia was isolated from Europe, Peter was determined to open Russia to the west. For example, Peter I built a modern new capitol named after himself - St. Petersburg. Example for Catherine II, she was an absolute ruler who governed with an iron fist, allowing few freedoms and forcing Jews into a limited area called the Pale of Settlement.
