This scene helps answer my question since it shows us how Nils is moving on in life. He came to a slow realization while working on the case. By leaving his old relationship for good he knows that she loves him but not enough to go along with the inconveniences that go with that love.

This answer my annotation question because of the news claiming Andrew to be the killer caused a lot of emotional pain to Stevey not only to losing his brother but for him to be further more accused of a murder he didn't commit. With Nils helping investigate the case it could affect their relationship in the future and maybe how they view each other.

With what Arcus said we can infer that Ruby is becoming more important to him and she is able to see him drop is "block of ice" attitude when with her sometimes.
