         <description><![CDATA[<p>This occurs because students may not have the funds to pay for books that could cost upwards of 400 dollars per book. Another reason could be how students believe there is no risk of pirating books, as others may pirate do not get caught (following the crowd).</p>]]></description>

This could be ways such as providing discounted or free textbooks and strengthening student ethics policies in colleges (making and enforcing better deterrents).</p>]]></description>
