Germany & Austria deserve most of the blame, when the Archduke was assassinated, Austria thought it was by the Serb's, but with no evidence they couldn't declare war. So the Austrians sent Serbia an almost impossible list of demands. When Serbia fought against it, Austria declared war on Serbia. Starting the regional war, that turned into WW1, with Germany being allies with Austria. Germany also first declaring war on Russia, then invading Belgium (which is a neutral country) forcing Britain and France to join the war against Germany.

C. Russia takes another large piece of the blame, even if they were allies with Serbia, they weren't obligated to declare war on Austria, later Germany, in return. This declaration starting the clock on Russia's other allies, Great Britain and France. Russia also mobilized its troops even before Serbia responded to Austria's list of demands.

D.
