Reagan entered the political sphere when things were tense. He used more aggressive rhetoric, increased defense spending, and stepped up efforts to support U.S. allies globally. His "peace through strength" motto appealed to American civilians, especially after the recent economic decline. In 1982, he called the Soviet Union an "evil empire"—a big contrast to Nixon’s more diplomatic approach. He also pushed for a space-based, laser-equipped defense shield system. He came across as more aggressive, and this shift had the potential to disrupt the balance of power between the U.S. and the Soviet Union. It could have turned the tides of the Cold War in America’s favor. Part of his strategy was to make the arms race too expensive for the Soviets. He claimed the pressure would force them to negotiate from a weaker position. Eventually, Gorbachev reached out to Reagan about arms control. In 1987, they signed the Intermediate-Range Nuclear Forces Treaty (INF).

After all this, centralized Soviet control started to weaken. Countries began declaring independence, symbolized by the fall of the Berlin Wall. The confrontation ended soon after. Some argue Reagan’s pressure sped up the Soviet Union’s collapse. Others say it was a coincidence, and that Reagan’s approach was reckless. They believe the Cold War ended more because of Gorbachev’s internal reforms than anything Reagan did. It might’ve been less about Reagan’s early aggression, and more about his later shift toward negotiation.
