Chief Cassell:
Bringing in the military was a big asset to them because it allowed them to set up mass testing.
They were able to bring their experience over to the health district and it was helpful.
Chief Wiercinski:
They were very complimentary in terms of the partnerships with the Incident Management Team. They had clinical know how, organizational understanding, and prior relationships.

Chief Cassell:
*Look back at recording*
It took two weeks for the health district to fully understand the incident command system. The system they had in place prior was ineffective.
Getting the hospital executives at the table at the same time, and getting them to understand how to work together effectively.
There were competing interest for supplies all across the world. (i.e. they needed 900 beds and it was difficult to find)
Getting the health district workers to work with them when they did not know them and thought they were trying to sabotage them.
Messaging from the Governors office was difficult to manage.
Chief Wiercinski:
They were competing for resources with everybody. There were only some many nurses/EMTs/etc. in the valley, and they were competing for these resources.
They had a lot of resources from a number of different sources. They has 25 agencies doing vaccines so it was tough in terms of accountability.
Local resources would try to pull resources off of their local contracts so they could get federal contracts that were more lucrative.
IT challenges were substantial. It seemed like they were having IT conversations with vendors on a daily basis.
Use of the tier system. The tiers were challenging because it added a lot of politics into the conversation and added confusion for the public and it added animosity in certain circumstances.
Vaccine availability ebbed and flowed over time and as more vaccines were becoming available, it added complexity to messaging and figuring out who would be getting them, etc.

Chief Cassell:
One of the factors that helped them get going were the men and women in the health district with boots on the ground helped keep everything going.
The pace that the national guard moved at was awesome. They were helping people effectively and efficiently through testing and vaccines. Communications with the National Guard were also amazing.
A lot of the contractors that they brought in were challenges. (I.e. the vets they brought in)
The support from FEMA was phenomenal. Working the sites, rallying the people into correct spots was phenomenal.
The State Pharmacy Board was able to leverage the local pharmacy groups and took a lot of the pressure off of them. Once they stepped in they were able to take a lot off their place, especially the resorts.

Chief Wiercinski:
They got lucky in the sense that they had good partners.
The Las Vegas Convention and Visitors Authority was helpful and they also had private sector people come in and those were also helpful.
They set up a health equity branch and the fire department help them identify where the home bound locations of their patients were and they delegated that out to the fire department and they handled it.

Chief Cassell:
The confusion about who could get vaccines and the limitations that were placed on them were challenging. They had hundreds of people that were lined up that did not meet the states requirements.
The lack of vision and forethought was a political and media mess.
Capacity of personnel was a challenge.
There were limitations on some of the contract nurses and there were stipulations in the contracts that they did not have a say over.
Chief Wiercinski:
IMT training and identifying people within different roles and calling on them was a challenge for them.
The value of the drive through, from an operational perspective.
The follow up after the (accidental) needle sticks and how each agency handles the needle sticks in different ways. Having a standardized needle stick operation took a while to create.

Chief Cassell:
*Check Recording*
They have created nothing but paper tigers across the country. They have all these people taking classes and trainings, but when it came down to it, they would not know how to apply that knowledge. They need to take these key personnel and give them the on site training they need to understand how to implement this knowledge.
Chief Wiercinski:
Making sure their resources were actually available to the public (i.e. the vaccines)
A continual improvement of the layout of the site and how the site works out would be very helpful. The PODS ended up being so big.

Chief Cassell:
The collaborative efforts from the ITT team with the health district.
Collaborating with the care groups out in the community with people who were home bound to understand what they needed.
They had a bus that would take people to vaccination centers. The people that were getting this service were very happy with it.
Being nice to people, the people you work with and they people you are around and if you are frustrated then take a walk.
Chief Wiercinski:
Do NOT do the Tier system for giving vaccinations.
When they did begin to receive a decline in vaccinations, they did an incentive program to get people to come in (Although it should have been implemented earlier)
