         <description><![CDATA[<div>During the Philadelphia Convention the Framers argued with each other over what they should should do in regards to creating a head of state. During this people believed that there should be multiple heads of state each constituting different aspects of the government such as military, economics, and diplomacy. Meanwhile others believed in a single head of state. However the problem is that the former believed that doing so would give the head of state too much power, so as a compromise two things were done. The first thing done was the head of state had to for the most part be directly elected by the people through an institution called the electoral college, and secondly the head of state's power would be very limited to prevent the creation of a tyrant.</div>]]></description>

         <description><![CDATA[<div>Although the Electoral College is the group that decides who is elected president they still to a certain degree are obligated to vote based on the person that the people in their state supports since in the end they were  indirectly chosen by the people in their state and in order to maintain their support the electors must vote in accordance to what the people want. However electors will still sometimes vote for people that the people don't want, but this occurrence is rare and has only happened five times during the electoral college's two-hundred-thirty-one years.</div>]]></description>
