However, I'm less confident in there's a personal learning plan for each student. I personally don't see many barriers but have heard complaints from other parents on math placements, assessments and opportunities.

Some teachers are better than others at supporting learners to do the best they can. High teacher turnover can be problematic with ensuring all students are meeting the curriculum and sometimes issues go unnoticed for too long.
