Competency 1 - Health and safety management

Throughout each and every project I have been involved with, Health and Safety has been a major part of my Job role as manager, and also a legal responsibility.
Throughout my Career I have undertaken various H&S training and completed courses in the following:
- Site Manager Safety Training Scheme (SMSTS) which gives an overall appreciation of H&S on-site and what minimum standards are required by law. this was a 5 day course which included testing throughout
- Approved Person which allows me to legally and competently plan lifting operations including Crane and forklift lifting plans, this was a 3 day course including tests
- CSCS black (managers card) I currently hold this level of CSCS card which involved completion of the additional management questions during the health and safety test
- Construction Industry Scaffolders Record Scheme (CISRS) Basic Scaffold inspection card which deems me a competent inspector of scaffold
- First Aid At Work 3 day course
- CAT & JENNY 1 day course on the correct use of Cable Avoidance Tools
All these courses grant me the legal competency to carry out my Job, and in addition various in-house training on Temporary works and utilisation of my company's H&S procedures have been undertaken.

On a day to day basis i perform various different H&S duties on-site, planning, monitoring, development and reviews of all operations.

- Planning -

Alongside the planning of the construction I must use foresight to factor in all health and safety aspects of the site, an example of this is my Traffic Management plans which are reviewed regularly. The TM plan requires me to look at the following:
- How my workforce safely access and egress from the various places of work using footpaths with guarding and signage
- Protection of the public: denoting where boundary fences, gates and relevant signage are required to ensure that the general public are aware of what site operations are under way and that they cannot gain un-permitted access.
- Segregation of Plant and Machinery: Hard physical barriers, designated traffic routes with turning, unloading and crossing points all located to ensure plant and personnel are kept separate
- location of welfare, TPO's, Watercourses, fire and assembly points

all of the above is on display in the site office and communicated to all site operatives upon induction which is mandatory for all new operatives

- Monitoring -

Throughout the duration of every project I constantly monitor all aspects of health and safety from lifting operations to Work At Height. On a daily basis i walk the entire site to ensure all operations are being undertaken in accordance with Barratt and the specific sub-contractor policies. All of my findings are then logged on the relevant forms.

- Development and Review -

Throughout the Project I must develop the procedures that we use, an example of this in the construction of the 1st lift brickwork to block 4 @ bluebell Meadows. This was the first Block of flats I had constructed from foundation. On meeting with the bricklayers and scaffolders prior to commencement we discussed the height of blockwork to get to underside of slab being 2475mm which is 150mm higher than a standard house structural height. due to time constraints on the block waiting for a birdcage scaffold to go in throughout the whole ground floor would have caused unacceptable delays. I therefore came up with the process of using guarded trestles to get full height on the internal and party walls and then use a handrail attached to the working lift later on to prevent falls from height.
upon use of this technique I found that due to the complexity of the wall layouts around the communal areas the trestles didn't interlock correctly and un-safe gaps were left. I therefore developed a plan to use a Birdcage around the communal area and use trestles for the straight runs of wall. This was also timed so that no loss occurred to program yet all aspects of the build stayed safe. This procedure was then adopted for use on the next 3 Blocks.

On a Weekly basis I also undertake a review of all documentation and processes undertaken by each sub-contractor which highlights any lacking information and also any deviance from the agreed sequence of works.

Competency 2 - Planning and Organising work

I constantly have to plan and organise all work on my projects, which includes materials, labour, Plant and machinery.

Every week I develop a 2-week program for day-to-day operations on-site to give a detailed plan of exactly what is required in every plot and area throughout the site day by day. This is derived from an overall program which I develop to ensure key dates for cash flow to the business are achieved or wherever possible exceeded.

When planning the construction of Blocks 4-6 and after seeing the available scaffold and bricklayer labour available I foreseen that there would be a 1 month delay on Block 5 and a 4 month delay on block 6 if the issue of labour shortage wasn't addressed. this information was passed to my Contracts manager fro him to action to avoid the upcoming lengthy delays

When constructing blocks of houses and flats a key issue can arise from the amount of time sections stand still whilst waiting for the rest of the structure to reach the same level of completion i.e. fully completing a lift of brickwork round 6 houses prior to commencing scaffold which can be up to 3 days.
To remedy this I put in pace a program in which 2 loading bays and a ladder tower are located thus to allow the bricklayers to finish the furthest point from the ladder tower first then work towards the ladder tower. therefore as the bricklayers complete a flank or section the scaffolders then shut that area off the next day and lift that section with the rest of the block still in build drastically cutting down construction time with each scaffold lift

A recurring issue with construction projects is inadequate, incorrect or conflicting information on construction details, and as a site manager my role requires me to be able to highlight these discrepancies, provide resolution techniques then disseminate to the relevant people.

When constructing the Sub-structure of Block 5 I identified that sections of the blockwork would be retaining upwards of 3m which the wall was not designed to retain. This then required me to effectively provide the information to the Sub-contractor, Structural engineer, Civil engineer and surveyor. The information distribution was as follows:

-Sub-contractor- The Groundworks contractor had to stop works immediately so this was the first point of call, after reviewing the foundation type (piled) we devised a solution wherein RC walls would be constructed off of the ringbeam having starter bars drilled at adequate centres and the wall be thick enough to pick up the blockwork above.

-Structural Engineer - I then produced a scale drawing of the proposal showing all interactions with the existing ringbeam so that he could calculate the loading and ultimately approve the design

-Civil Engineer - Due to the change in wall construction the Cvil Engineer then required notification so that he could advise the pins on the footing giving the Groundworker the correct locations for the shuttering

- Surveyors - Due to the change in construction technique there would be additional costs, the detail and approval was then sent to the Surveyors for approval and re-pricing.
