Use compliance basis, using the feds numbers up to 20000. Then only enact the major advanced wastewater review for over 20000, where you have communities with larger access to technical supports in-house.

The summary is can we do a compliance base to a certain size that aligns fed/prov regs and then do the advanced/receiving stream after that trigger point? 20000 is based on the current regs. So, if it is recommneded, it may need to also have a recommendation to be reviewed in the future.
