Assessments allow you as the teacher to provide continuous "check ins" on your students to make sure they are grasping the material. In return how they are performing on the assessments is a direct reflection of you and your teaching style. They give students clear feed back while also allowing the teacher to identify misunderstanding on.
The assessment is not effective. With unclear directions students become unsure or confused of what is being asked of them. The teacher then ends up collecting data from those assessments that are unhelpful.
The statement is reflecting or saying that assessments provide clear direction to both students and teachers to bring them to a common goal. Like a compass, assessments allow teachers to understand where students are in their learning journey and what steps should be taken next. Without assessments students and teachers both could drift of the path to success.

They allow the easier identification of patterns like common mistakes or areas where students as a whole are struggling. This would, in turn, help the teacher adjust lessons and give students something on which to focus their efforts. Taken altogether, assessments serve to provide a kind of map of how to progress.
