Government had the most influence on the Mesopotamian society by a significant margin. They were the most influential because they had control of the way Mesopotamians think and act. Many might thin that Food supply is the most influential characteristic of civilization, however this is incorrect because Mesopotamian government controls every other part of Mesopotamian society including food supply.

The Evidence above shows that, Kings could control the way people traded and lived. By forcing them to speak Akkadian language or tear down walls to converge cities. This causes significant forced changes which the government controls, Showing that government is the strongest and most influential characteristic of Mesopotamian civilization.

This shows that Kings of Mesopotamia had a lot of independence, which could completely change or progress cultural development but also could cause competition and conflict between states. Therefore impacting social bonds, and creating rivalries and brainwashing. This shows that Kings could individually shape civilians making government very influential.

You may hear someone say a stable food supply is the most important characteristic of civilization. This is not true. While food certainly gives stability and is important to any civilization (Including Mesopotamia), it is by no means the most important factor in civilization. Government on the other hand is extremely influential and decides how to control every other characteristic of Civilization including food supply. In the text it states that law 257 says "farm workers should be paid 8 gur of grain per year." This shows that the government in Mesopotamia can control the food supply given to citizens depending on how much supply the government has. And in conclusion showing that the government is more influential than food supply.
