Had to have three conditions southern states would have to meet.The conduct of the governments he established turned many Northerners against the president's policies.<strong> congressional reconstruction -</strong>thought presidential reconstruction was leniet and easy. They did not approve the 13th and 14th amendement. the congressional was also known as the radical reconstruction. had ku klux klan and scalawags.
