1.The issue is the price of avocado increases significantly caused by a shortage. 

2. The shortage is caused by 
"An innocent mistake" Some west Australian growers that produce most of Australia's summer supply of avocados, believed that demand would drop after Christmas. Hence, they decided to shift the supply of the fruit to the pre-christmas period. 

This decision lead to a shortage of avocados in January, leading to massive price jumps and consumer outrage. Bad weather such as rain also has made the issue worse.

- What are the alternative course of action?

The government should set a price ceiling of avocado sales, so that consumers would be able to afford more avocados. 

Consumers can decide to buy imported avocados instead since they are cheaper

-What are the impact on stakeholders? 
 
Farmers: farmers would earn less income as a result of the placement of a price ceiling.

Sellers: sellers would also earn less revenue due to the presence of a price ceiling.
