Lalein’s upbringing was marked by instability. Her father was alcoholic, abusive and later on absent, while her mother engaged in illegal activities, leading to her imprisonment. Lalein’s parents also broke up later on and had new families of their own. This left Lalein without strong parental guidance or support. Moreover, Lalein only completed the third grade, has unresolved academic difficulties, and functions within the Very Poor range of intelligence.

It is important for Anjelie and us (her social workers) to work together on ensuring her emotional and social well-being while she is inside the facility, determining simultaneously a long-term care arrangement according to her best interests and wishes, if deemed proper and healthy for her. With Anjelie's possible separation with her siblings, her relationship with them, especially Sarah whom she indicates having a negative relationship with lately, shall also be addressed to ensure their continued bond. Additionally, given her educational delays and Anjelie's challenges in reading and writing, a continuous education setup that suits to her needs must be provided to her. However, while Anjelie expressed her desire to go to her maternal relatives, we should also assess whether they will be capable of taking care of Anjelie, considering that Hannah is a self-supporting working student.

Anjelie and her siblings were neglected and physically abused by May, their mother, who allegedly uses drugs and is suspected to possibly suffer from a mental condition. Anjelie and Sarah were also used as drug couriers. Their mother works as a housekeeper and laundrywoman, implying that she earns only a little to support the children's needs. Anjelie never knew her father, while Sarah, Jillian, and Carl’s father, Bistoy, is in jail due to drug-related cases, which leaves the children to the care of no one. Additionally, the siblings were subjected to unsafe living conditions, residing along the busy and dangerous roads of Commonwealth and being left alone to fend for themselves.

Jelyn’s challenges stem from deep-rooted family dysfunction marked by instability, past abuse, and a lack of consistent support. Cultural norms such as pakikisama and utang na loob contribute to the minimization of sexual abuse and discourage holding abusers accountable. Systemic gaps in the child protection system and the inadequate quality of shelter care delayed effective intervention. The long-term effects of compounded trauma continue to impact her mental health and relationships.

Jelyn has faced various forms of abuse, including physical abuse from her mother and sexual abuse from her cousin’s boyfriend. Her experiences have been compounded by a lack of support from her family, many of whom doubt or dismiss her claims, which left her isolated. This emotional neglect has intensified her distress, especially due to negative encounters at Bahay Kalinga with houseparents and residents, and uncertainty about her education. Despite these challenges, Jelyn has demonstrated resilience, advocating for herself and navigating through difficult situations. Her primary sources of support come from her friends, particularly her girlfriend, Jane, and a potential guardian, her maternal aunt, Tita Nita. Moving forward, interventions must prioritize providing consistent emotional support, strengthening alternative support systems, ensuring her educational continuity, and addressing the long-term psychological impact of the abuse. Therapeutic interventions should also be designed to help Jelyn process her trauma and support her emotional healing.

She has also been diagnosed with a communication disorder and intellectual disability, which have impacted her learning and social interactions, resulting in frequent school transfers due to developmental challenges.

Sarah experienced parental neglect and abandonment, as she does not know her biological mother and has no connection with her. Her father was her only parental figure, yet he provided inconsistent and harmful care. She also experienced favoritism and rejection within her family, as her father’s attention and care were primarily directed toward his children with Sarah’s stepmother. This created an environment where Sarah felt isolated and unimportant. Another significant factor in her abuse is her father’s alcoholism. He often became violent and sexually abusive when intoxicated, making Sarah’s home environment unsafe and unpredictable. This cycle of abuse further deepened her trauma, reinforcing feelings of helplessness and fear. Moreover, Sarah’s limited support system exacerbates her struggles, as she lacks stable parental figures and relies only on her paternal aunt for guidance and care.

Sarah, a 14-year-old girl, was admitted to CRIBS Foundation's New Beginnings Program on May 9, 2018, after experiencing severe sexual and physical abuse by her biological father, Roben. The abuse began when she was 12 years old and intensified after her stepmother left for work abroad, leaving Sarah alone with him. She endured repeated assaults and physical violence before disclosing her experiences to a neighbor, which led to her placement in Bahay Kalinga ng Valenzuela due to legal proceedings before finally being transferred to CRIBS Foundation Inc. for protection and rehabilitation. However, despite the protective custody provided by the foundation, Sarah still exhibits signs of emotional instability, such as hotheadedness and involvement in minor conflicts with other residents, indicating the ongoing impact of her traumatic past.

The potential for change in Sarah’s situation is evident, but it will take time, patience, and continuous support. At CRIBS Foundation, she is slowly finding stability and learning how to cope with her traumatic past. However, the unresolved legal case against her father remains a significant hurdle to her full emotional recovery. Despite this, being in a safe and nurturing environment greatly improves her chances of healing and rebuilding her life. Therapy remains crucial to helping her process trauma while legal proceedings must ensure justice and her continued safety. Without proper intervention, the risk of long-term psychological distress remains high, making it essential to secure her emotional and physical well-being.

Sarah has the potential for positive change, supported by CRIBS and her active involvement in various rehabilitation activities. Despite the trauma she has experienced, she has shown resilience and adaptability, participating actively in therapy and school. Sarah demonstrates a strong motivation for change through her academic achievements and commitment to personal growth. She has earned awards, including recognition as Student of the Month, and is actively engaged in structured activities. Her willingness to push forward, even after everything she has been through, speaks to her resilience and inner strength.

Despite these strengths, environmental restraining forces pose challenges to Sarah's full rehabilitation. She doesn’t have a stable family to return to, and the legal case against her father is an ongoing source of stress. There is also pressure from some family members to drop the case, and the possibility of her father resurfacing remains a real concern. While her aunt could provide a long-term support system, a thorough assessment is necessary to determine the feasibility of her guardianship. Additionally, Sarah's emotional struggles may hinder her ability to reintegrate into society without structured intervention. Ensuring a strong support network and legal protection will be vital in securing a stable and safe future for her.

Overall, given the severity of what Sarah has been through and the ongoing risks she faces, her case is urgent. The unresolved legal proceedings leave her in a vulnerable position, and without continued support, she could struggle with long-term effects like depression, anxiety, and difficulty trusting others. It is crucial that she remains in a safe and supportive environment with access to counseling and therapy while ensuring justice is served against her abuser. Only then can she truly begin to move forward and build a brighter future where she can regain her sense of self-worth, cultivate healthy relationships, and pursue her educational goals. With the right support and resources, Sarah can learn to process her trauma, develop coping strategies, and foster resilience, enabling her to envision a life filled with hope and possibility.

Lalein, a 15-year-old girl, has been caught in a cycle of substance abuse and harmful behaviors, which stem from a combination of personal and structural factors. Her problematic behavior, including running away from home, using solvents, and engaging in criminal activities, can be traced back to early experiences of family instability, including her parents’ separation, her father's neglect, and her mother’s involvement in illegal activities. These formative years left Lalein emotionally vulnerable and lacking the necessary support to navigate life’s challenges. Compounding these personal issues are structural factors such as poverty, limited access to education, and a lack of consistent parental supervision, which have contributed to her turning to negative influences and substances as a form of escape. This complex web of personal and societal issues has led to repeated instances of rescue and relapse, highlighting the need for a comprehensive intervention that addresses both the psychological and structural causes of her behavior.

Lalein demonstrates several strengths that can aid in her coping with her problems. She has the ability to form strong friendships, which can provide her with social support and positive influences. Additionally, Lalein has a passion for dancing, a creative outlet that can serve as a therapeutic tool for emotional expression. Her interest in learning, as evidenced by her participation in the ALS program, shows that she is capable of growth and development despite her challenges. Furthermore, Lalein has a strong sense of self-reflection, as shown by her ability to recognize her mistakes, such as when she acknowledged the wrongness of her actions during a conflict with a fellow child-client. Her determination to improve and desire to escape the cycle of relapse further indicate her potential for positive change. These strengths, when nurtured, can help her develop healthier coping strategies and overcome the difficulties she faces. However, her emotional immaturity, sensitivity to rejection, and tendency to use aggressive coping strategies when frustrated are key weaknesses. These emotional vulnerabilities, compounded by her history of trauma, have contributed to her ongoing struggles with substance abuse and delinquency.

Lalein’s problems have been ongoing for years, with multiple interventions having little lasting effect. The worker and contact system, including the in-house psychologist, educational staff, and other resources at Bahay Kalinga, are critical in addressing the root causes of her emotional and behavioral struggles. Their involvement is necessary for providing emotional support, counseling, and access to educational opportunities. The challenge lies in breaking the cycle of substance abuse and delinquency, but with sustained, comprehensive support, Lalein’s situation can improve.

Lalein’s environment also plays an essential role in her potential for change. Informal support from her peers at Bahay Kalinga can provide her with a sense of belonging and positive social interactions, while formal resources such as therapy and the ALS program can offer structure and guidance. By optimizing these resources and building on Lalein’s strengths, she has the opportunity to break free from her current struggles, develop resilience, and build a more stable, productive future.

The seriousness and urgency of Lalein’s situation are high, given the ongoing nature of her struggles with substance abuse, delinquency, and emotional distress. Her repeated involvement in harmful behaviors despite multiple interventions indicates that the problem is deeply entrenched and requires immediate attention. Lalein’s emotional vulnerabilities, stemming from early trauma, and her current lack of stable support systems make her highly susceptible to continued cycles of relapse. Additionally, her involvement in dangerous activities, such as using solvents, poses significant health risks and further compounds her emotional and behavioral issues. The urgency of the situation is heightened by the fact that she is still at a developmental stage where early intervention can have a lasting impact on her future. Without timely and comprehensive intervention, there is a risk that Lalein’s problems could become more entrenched, leading to long-term consequences for her emotional well-being, education, and future opportunities. Therefore, immediate and sustained action is crucial to address the root causes of her behaviors and to help her break free from this destructive cycle.

Anjelie, a 13 year old female, is transferred to Bahay Kalinga due to severe neglect and abuse by her mother, including physical violence and forced involvement in illegal activities. She struggles with emotional distress and low self-esteem. Inside the shelter, she continues to feel isolated, longing for connection with her maternal relatives. Her conflicting emotions toward her mother and siblings further complicate her social and emotional development.

The possibility of resolving Anjelie’s situation depends on finding a stable and supportive guardian who can provide her with a safe and nurturing environment. She has expressed a strong desire to be with her maternal relatives, particularly Anabelle Flores. Her cousin, Hannah Ojeras, also expressed willingness in taking care of her once she graduates from her studies. While her younger siblings have a potential placement with their father’s side. Given her willingness to adapt, a structured plan for her education, emotional support, and future placement can improve her situation.

Anjelie demonstrates motivation for change through her willingness to engage in activities, form friendships, and adjust to shelter life. She expresses a desire for her mother to change and shows an understanding of the need for a stable environment. Her participation in the Alternative Learning System (ALS) suggests her openness to learning despite her educational delays. Her patience and cooperation with the process also indicates emotional maturity and adaptability. These strengths suggest that with proper guidance and a stable support system, Anjelie has the capacity for growth and long-term adjustment.

However, several restraining forces hinder her progress, including the uncertainty of a permanent guardian, potential separation from her siblings, and her past trauma. The lack of immediate family support and her strained relationship with her sister Sarah add to her emotional burden. The legal and bureaucratic process of reintegration also delays stability in her living situation. Additionally, her history of neglect and abuse may require long-term psychological intervention, which could be challenging in resource-limited settings.

Given the complexity of her case, the urgency of intervention is high, particularly in providing emotional and psychological support. Anjelie’s past traumas require professional intervention to ensure healthy emotional development. The uncertainty of her future placement must be addressed promptly to prevent further emotional distress. A comprehensive, child-centered approach is necessary to secure her well-being, stability, and future development

Dustin is a 15-year-old male with a history of repeated theft and behavioral issues, leading to his placement in Bahay Kalinga. He has been diagnosed with mild intellectual disability, with an IQ comparable to a 6-year-old, and exhibits symptoms of conduct disorder, including poor impulse control, emotional immaturity, and a lack of awareness of consequences. His history of extreme poverty, parental loss (with his mother’s suicide and his father's detention), neglect, and exposure to criminal influences has contributed to his maladaptive coping mechanisms, such as stealing, substance use, and conflict with peers. Due to his limited education — having only completed Grade 1 — he struggles with basic literacy, further limiting his opportunities for legal survival. Without a stable support system, as his primary caregivers are unable to provide for his needs, Dustin remains vulnerable to delinquent behaviors. Effective intervention should prioritize structured behavioral rehabilitation, specialized education, and placement in a stable and supportive environment to address his developmental, emotional, and social needs while preventing further delinquency.

POTENTIAL FOR CHANGE

Despite these challenges, Dustin has demonstrated potential for change. He has expressed a desire to learn how to read, indicating motivation for self-improvement. Additionally, his ability to follow simple instructions and perform basic personal care skills suggests that he can benefit from structured education and behavioral interventions. With the right support, including specialized learning programs, behavioral therapy, and a stable caregiving environment, Dustin has the capacity to develop adaptive coping skills, improve his social interactions, and work towards a more constructive future.

LEVEL OF URGENCY

There is an urgent need for intervention in the case of Dustin. If his behaviors are left unaddressed, it could lead to more delinquent actions, more serious criminal offenses, and further detachment to society. In order to deal with Dustin’s problems and trauma, interventions including education, psychological and emotional support, counseling, and mentoring are needed. With a supportive environment for growth and development and a strengths-based approach, Dustin can gain the life skills necessary as he undergoes rehabilitation, ensuring his reintegration back into society.
