         <description><![CDATA[<div>After the reform they made asylums for the clinically insane people, juvenile detention for children,  and the prison conditions were improved. This was important because it allowed the insane and other prisoners to be in healthy environments, children to be safe in prisons, and the insane to get better help.</div>]]></description>
