There are three main methods that have been used to control text difficulty.
1. Whole-word method (popular 1930-1990), this included systematically repeated words to be memorized.
2. Sentence-based method (popular 1990s) used pattern books, poems, and dictated stories. Texts were read and re-read to acquire new sight words.
3. Phonics-intensive method (popular 2002-present) addressed text difficulties by using decodable texts.
All of these approaches have had a touch of success, especially in chronological order.
