Competency based education (CBE) is a demonstrated mastery of knowledge or skills learned from a course (Kim, 2015). According to Mintz (2014) CBE’s became increasingly popular in 2013 especially amongst first generation, working college students because it accelerates the time it takes for one to receive a degree due to having the ability to apply life experience toward the degree versus credit hours.

The Center for American Progress indicate in their white paper that policymakers and influencers of higher education believe that this one size fits all approach can be beneficial to working adult students because CBE’s allow for them to apply their work experience in conjunction with any formal education toward a degree and could be lower in cost (Mendenhall, 2012).

According to Peculea (2016) individuals who have special needs, limited education (i.e. drop outs, or lack of formal, non-formal, and informal learning contexts may not be able to utilize CBE which could violate access to education laws.

Financial aid may also not be available due to seat time and accreditation requirements. Porter (2016) indicates that federal student aid funds education where student learning is in a structured setting and completed within discrete time periods whereas CBE is unstructured and time periods are not established.
