Prince claims that a large amount of the internet is appropriated content. He equates his work to the rampant re-posting that goes on online (which, by the way, also sucks) 

The pictures are re-contextualized literally by moving them from one place to another. Initially, they existed on a website where the creator had control over the context for which it existed. Prince took the pieces and moved them to a formal galley setting, therefore inherently changing the way they would be viewed by the audience. He also put his own comments at the bottoms of the pictures as if we were commenting on them in their natural habitat. He directly presents his own commentary in this way. 

Art is something you've created. Not to say this means you must create something from scratch for it to be considered art. People gain inspiration from all kinds of sources and are under no obligation to identify, let alone acknowledge them when presenting a work of art. There is a a line here however; I believe that Prince is simply taking someone else's artwork and displaying it. He may have added his own commentary to it, which constitutes art, but, in my opinion, it's a very weak showing. Art is not as good as the amount of effort put into it, but there is a difference between making something quick and simple, and doing something because it's easy. Prince has done the later. I think you could make a more effective commentary about internet culture by writing a blog post about it. This is the easy way out, and invalidates other artists in the process by taking their work out of context without permission. It's art yes, but it's also disrespectful and tone-deaf.
