To some extents, the man is a symbol of idealism who believed that the Law is supposed to be available to everyone and at all times. This is a truth. But he just waited not taking practical actions to access to the Law. He also symbolizes people who are trapped by seemingly insurmountable obstacles (authority, rules, their own cowardice).
