This is a strength because it limits the government and prevents tyranny.Another strength is congress can settle conflicts between states. Without congress being able to settle conflicts states may go to war and not settle their dispute. Also, they can negotiate treaties. Congress being able to negotiate treaties helps them because they can have treaties between countries about land. Congress can mint money, because of this they have a way to make money. Lastly,  the last strength is being able to borrow money. This is a weakness because congress has no way to get money to provide an army, also state governments then have power over congress. Another one is they have no President and no national court system. There were many weaknesses of the A.O.C but two of them are states able to reject congress requests and no president or national court system. The A.O.C failed because the federal government was too weak to enforce laws therefore had no power. Another reason is because the central government borrowed money from states to fight in the revolutionary war and couldn't pay it back so they were constantly in debt, because of this debt the government was to poor to afford an army so they didn't have any soldiers. Shays rebellion showed the government it was too weak and the federal gov had to ask the state government to stop them.
