         <title>Environmental Change</title>

         <description><![CDATA[<div>Developing nations opposed environmental treaties to regulate overpopulation and environmental damage because it would inhabit their industrial growth. In 1997, a meeting for the United Nations Framework Convention on Climate Change adopted the Kyoto Protocol which bound nations to meet certain emission reduction targets. President Clinton signed this agreement, but the Senate never ratified it so the United States is not part of the Kyoto Protocol. </div>]]></description>
