         <description><![CDATA[<div>President Abraham had offered General Ambrose Burnside's overall command of the Union's Army of the Potomac because of past annoyance with the Union's present commander, George B. McClellan. Burnside turned the offers down both times, the first time since the Peninsula Campaign failed and the second after the Confederate Army had won the Second Battle of Bull Run. On November 7th, Lincoln removed McClellan from command and appointed Burnside. Burnside was reluctant at the beginning, but was later happy with the promotion and decided to strive to get a victory. </div>]]></description>

         <description><![CDATA[<div>Burnside wanted to ford near Falmouth (Rappahannock), but it was too deep, so Burnside had to wait for pontoon bridges to arrive in order to cross the river. Unfortunately there was a miscommunication between Henry Halleck (general chief of all the Union's army) and Burnside which was that the pontoons were delayed in arriving.&nbsp;</div>]]></description>
