         <title>23rd Amendment</title>

         <description><![CDATA[<div>This amendment was passed on March 29th, 1961. Allowing resident in the columbia District to vote. The presidential electors are determined by the number of senators and representatives in which the state possesses. But since the didn't have any representatives, they got the least electoral votes a state can have: three. This expanded popular sovereignty because now that D.C. can vote, It makes presidential election more of a fair choice along with other political agreements.<br><br></div>]]></description>

         <description><![CDATA[<div>Alcohol was becoming a major problem in the United States. People considered it a "threat" to the nation. This amendment was passed January 29, 1919. Prohibiting alcohol from being manufactured, transported,  and sold in the U.S. Government limit has been reduced. The alcohol problem was getting out of hand. So congress allowed Government to handle this and make restrictions.<br>. </div>]]></description>

         <description><![CDATA[<div>This act gives states the decision of whether they permit same-sex marriage or not. In 1996, President Bill Clinton enacted the DOMA. Giving this Federal law to States, They had the power to refuse same-sex marriage. The Legislative branch enacted this law without the other branches’ consent.<br><br><br></div>]]></description>

         <title>13th Amendment</title>

         <description><![CDATA[<div>African Americans were suffering from slavery. In 1862, President Abraham Lincoln issued the Emancipation Proclamation stating “all persons held as slaves within any State, or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free.” But this didn't end the slavery. This amendment was ratified on December 6th, 1865. Abolishing slavery. Even though this amendment failed to acquire a two-third vote in the House of  Representatives. Causing it to be constantly debated and finally ratified on December 6th.<br><br></div>]]></description>

War would have been a National vote, allowing citizens to decide whether to go to war with someone or not. 916, this failed amendment was sent to Congress. Of course, this proposal didn’t go very far. This power wasn’t given to the people for many safety reasons, (forcing others to say yes, possibly recurring wars, total destruction of the U.S, etc.) preventing popular sovereignty from expanding.<br><br><br></div>]]></description>

Judge Susan Webber Wright ruled that you cannot file a suit on a President until their terms are over. But both parties appeals to the U.S Court of Appeals, which ruled that the laws of the U.S applies to all members of society.<br><br></div>]]></description>
