According to the article, politics is becoming just a "secular sport". Out of those registered to vote, only 20-some percent tend to do so. While registered voters increase, participation does not. In fact, it's declining. 
When there is no self government, it breads a lack of knowledge and responsibility. So states should make it easier to vote.  
Look to increase sense of civic duty and responsibility. 
Education must involve both adults and children.

Wants to end secret ballot so that voters get a "receipt" of a corresponding number to check to see if vote was registered correctly.
