And the Congress was faced with a tough decision on how to govern. There was the Virginia Plan where everything was based on large state population and wanted number of representatives to be based on population. But the New Jersey Plan was where there would be an equal number of representatives for each state and the small states would be equal to the large states. Then they passed The Great Compromise. The Great Compromise created a two house Congress, one part was the Senate and the other part was the House Of Representatives. It was a bicameral government and it worked for both sides of the argument. Of course since how large your population was meant how many representatives you got, there was a big argument. The South had a plan and their plan was they wanted to count slaves as part of the population for representation but not for taxes( higher population= more representatives). But the North also had a plan where they wanted slaves to be counted for taxes but not for representation( they wanted the South to get taxed more because they were afraid slaves would give the South an advantage in the House Of Representatives). Then the  Constitutional Convention came up with a solution which was called the 3/5 compromise. The North wanted the federal government to control trade because they were more industrial. But of course the South was scared that the control of the trade would harm the sale of slaves and the export of their agricultural products. But then all was well when the Commerce Compromise was put into play. Federalists wanted a strong national government, wanted a constitution, didn't think a Bill Of Rights was necessary, and one of their main leaders was Alexander Hamilton.
