The import freeze was ordered by Marcos for September and October. It was designed to prevent a market glut and to support palay producers. Laurel noted that the Department of Agriculture (DA) is still validating market data.

Figures from the DA showed that farmgate prices of wet palay have increased since the ban took effect. Prices climbed to ₱17 per kilo in parts of Mindanao, while prices reached ₱13 to ₱14 per kilo in Isabela and Nueva Ecija.

These rates are closer to or above the estimated cost of production pegged at ₱14 per kilo and around ₱12 for the most efficient farmers. Yet the DA has not confirmed if these gains can be sustained or if they are directly tied to the import moratorium.

Laurel also said the DA supports proposals to amend the Rice Tariffication Law. The amendments seek to restore some regulatory functions of the National Food Authority.

The DA is expected to submit its formal recommendation to the President before the end of September.

However, the effects of the moratorium to the farmers are still vague. Affected farmers and respective sector leaders are yet to disclose their statements.
