Clenched as a punitive treaty to punish Germany, the terms of the Treaty of Versailles involving reparations and territorial loss served as grounds for resentful animosity before sparking another episode of instability. Major changes in political beliefs occurred which saw the beginning of communism in Russia and the presence of fascist factions in a number of European countries. Its heritage also involved the feeling of disappointment and the disbelief in the values and institutions of stability. </p>]]></description>
