It is a main problem for the district 12 and Katniss's family as many have suffered and died. Everyday, Katniss has to hunt and gather food for her family to survive. However going out into the wood is against the rules and food to so scarce even Katniss describes her district negatively. "District 12, where you can starve to death in safety." Despite the facts, Katniss goes to the wood everyday to hunt and provide food for her family.

This is the main theme or issue in the Hunger Games as District 12 is the poorest district compared to the others. The residents of this district cant even afford enough food for its people as it doesnt produce enough coal for the capitol to be rewardeed with the demand of food. In addition, the suffering of District 12 is said as entertainment for them.
