It is the governments number one priority due to the fact that if the citizens are not happy, the overall stability of the population could come crashing down. 
In Brave New World the government does everything in its power to ensure everyone is content and happy. They condition people for the job they are going to have for their whole life to ensure that they will always be happy with if and never begin to resent their job or want something else.  "That is the secret of happiness and virtue -- liking what you've got to do. When someone starts to feel down even a tiny bit, soma the miracle drug can make them instantly feel better. Thus allowing the government to not worry about said citizen.

They make sex and orgies as moral and ethical so that no one will have to go through heartbreak or intense longing for someone so that the government keeps control.
