This means that technically one can have all the things they need and still be poor. Similarly, someone can lack virtually everything, but if they have a typical income, they do not reach the "poverty threshold". Personally, I define poverty as the inability to buy a reasonable amount of goods as determined by one's consumption: poverty is good insecurity.
